How to claim HRP (CF411): simple step-by-step guide (online or post)
This guide shows how to claim or transfer Home Responsibilities Protection (HRP) in clear, practical steps. HRP relates to full tax years from 6 April 1978 to 5 April 2010. If you’re unsure what HRP is, start with the main overview first.
Home Responsibilities Protection (HRP): complete guide (1978–2010)
Step 1 — Get your NI record and State Pension forecast
Why: this shows the exact “gap years” HRP may be able to fix.
Online
- On GOV.UK search “Check your National Insurance record”. Sign in. Save or print as “NI-Before.pdf”.
- On GOV.UK search “Check your State Pension forecast”. Save or print as “Forecast-Before.pdf”.
If you can’t go online
- Request a State Pension forecast by post (BR19). Keep a copy of what you send.
- If you can’t access your NI record, write down the years you believe are missing (you’ll confirm later).
Tip: keep these “before” copies. You’ll compare with “after” copies once HRP is added.
Step 2 — Build a one-page annex (your year-by-year list)
Why: decision-makers work faster when everything is clear on one page.
For each tax year (6 April to 5 April) write:
- Tax year (e.g., 1994–95)
- Basis: Child Benefit or Carer
- Child Benefit claimant: you or your partner
- Main carer: Yes/No
- Evidence codes: A (Child Benefit), B (caring), C (identity/address bridges)
- Short note: one line (e.g., “CB award + council tax at family home”)

A simple handwritten table is fine if it’s clear and consistent.
Step 3 — Collect the documents (what and where to get them)
Child Benefit (A-series)
- Award or renewal letters: check old files. If missing, request copies where possible.
- Bank references: older statements showing Child Benefit paid in (banks can often reprint older statements).
- Any HMRC Child Benefit letters: keep the envelope if it shows a date.
Caring evidence (B-series)
- GP/consultant letter naming you as the carer and dates (where available).
- Care plans, social worker notes, school letters (context).
Identity & address bridges (C-series)
- Photo ID (passport/driving licence).
- Marriage certificate or deed poll (if your name changed).
- Council tax/tenancy agreements; utility bills; bank letters to bridge address history.
Rules of thumb
- Use clean, full-page copies with names and dates visible.
- One document per page if possible; write the exhibit code in the top corner (e.g., A1, C3).
- If your name/address changed, add one line explaining the link (so the chain is easy to follow).
Step 4 — Submit the claim (online is fastest; post is fine)
Online (recommended)
- Use the GOV.UK HRP application route.
- Enter your NI number, Child Benefit/caring details, and the exact tax years from your annex.
- Submit and save a screenshot/photo of the confirmation/reference.
By post (CF411)
- Print CF411 (postal route) and complete it using your annex.
- Attach copies of your exhibits (A/B/C) and your annex.
- Post tracked/recorded delivery. Keep the receipt and a full copy of everything you send.
Partner transfer (when Child Benefit was in your partner’s name)
If Child Benefit was in your partner’s name while you were the main carer, the transfer route may apply. In your annex, note the years clearly, and include proof you lived together during the relevant period. In the form, write a clear instruction such as: “Transfer HRP to me for the years listed in the annex.”
Step 5 — Track, compare “after”, and escalate if needed
- Keep a simple contact log: date, who you spoke to, and what was said.
- When HRP is added, save new “after” copies as “NI-After.pdf” and “Forecast-After.pdf”.
- If delayed or refused, escalate in order: Mandatory Reconsideration → Complaint → ICE → PHSO via your MP.
